The goal of these Changes is the regulation of the medical use of hemp, and from the analysis above it turns of that the regulations don’t serve the planned goal, on the contrary, they favor financially powerful, legal entities which will control the market with this medicine. The high financial expenses for setting up the conditions for seeding, cultivating and producing cannabis will influence the price of the final product. Most of the citizens cannot afford high priced medicines, which injures the right to treatment. This plant, whose efficiency with numerous health conditions is supported and proven more and more each day, the use of cannabis is limited with the recommendation from specialist from four specialized branches from the public health, which limits patients’ access to cannabis. The strict criteria for the potential growers will support the work of illegal markets and the production of cannabis extracts for personal use, which is contrary to the constitutional principle of rule of law and contrary to the international standards for protection of human rights and promotion of people’s health. The proposed changes have technical difficulties, and most of the provisions should be set in a manual which will regulate the conditions for the realization of the Changes.
